The Fourth Consultation Meeting for Türkiye’s Integrated Border Management Strategy and Action Plan Held in Ankara
On 23–24 October 2024, the Fourth Consultation Meeting was held in Ankara as part of the EU4IBMTR Project, titled Drafting the National Integrated Border Management (IBM) Strategy and Updating the National Action Plan for Implementing Türkiye’s IBM Strategy. The meeting, organised in collaboration with the Presidency of Migration Management, the project’s primary beneficiary, and the Representation of ICMPD in Türkiye, evaluated progress in developing the National IBM Strategy and Action Plan and gathered additional input from project stakeholders.
The meeting brought together 40 representatives from 16 institutions and commenced with opening remarks by Mr Habip Kubilay Demiray, Project Manager for the EU4IBMTR Project under the Border Management Portfolio at the Representation of ICMPD in Türkiye. Mr Demiray highlighted the outcomes of the third consultation meeting and emphasised that the fourth meeting builds upon those efforts. He then handed the floor to Mr Hüseyin Hancıoğlu, Head of the Integrated Border Management Department at the Directorate General of Border Management, who announced that the draft IBM Strategy Document and Action Plan would soon be finalised and shared with stakeholder agencies for official review and feedback by the end of the year.
In addition to valuable contributions and recommendations from participating public institutions, sessions moderated by ICMPD National Legal Expert Mr Okşan Çidem focused on strengthening inter-institutional cooperation and coordination. ICMPD Senior Technical Advisor Mr Emanuel Preda further enriched discussions by sharing examples from EU countries’ border management practices and providing insights and assessments.
The meeting concluded with a summary of preparations for the fifth consultation meeting, scheduled for November 2024, where further recommendations will be discussed.
Regarding the EU4IBMTR Project
The main objective of the EU-funded Drafting of a National Integrated Border Management (IBM) Strategy and Updating the National Action Plan for the Implementation of Türkiye’s IBM Strategy Project is to develop a national IBM Strategy tailored for Türkiye. This includes preparing an updated National Action Plan for its implementation and strengthening cooperation and coordination among IBM institutions in Türkiye and international stakeholders.
The main beneficiary is the Directorate General of Border Management under the Presidency of Migration Management. The project is implemented in partnership with stakeholders in the border management field. Regarding ICMPD
