The fifth Consultation Meeting on Türkiye's Integrated Border Management Strategy and Action Plan Held in Gaziantep
As part of the project titled "Drafting the National Integrated Border Management (IBM) Strategy and Updating the National Action Plan for Implementing Türkiye’s IBM Strategy" (EU4IBMTR), the fifth consultation meeting was held in Gaziantep from November 18-21, 2024. Supported by the European Union and Presidency of Migration Management as the primary project beneficiary, the project is being carried out in collaboration with the Representation of ICMPD in Türkiye. The meeting in Gaziantep evaluated the progress made on the National IBM Strategy and Action Plan, discussed international best practices, and gathered extensive contributions from stakeholders.
The meeting commenced with opening speeches by Hüseyin Hancıoğlu, Head of the Integrated Border Management Department at the Directorate General of Border Management under the Ministry of Interior Presidency of Migration Management, and Habip Kubilay Demiray, EU4IBMTR Project Manager from ICMPD Türkiye’s Border Management Portfolio. Mr. Hancıoğlu encouraged all stakeholders to contribute based on their institutions' activities and priorities, while Mr. Demiray reviewed the topics and progress discussed in the previous meetings, emphasizing the critical importance of this meeting for evaluating the final strategy and action plan documents.
Throughout the event, thematic sessions were held focusing on international collaboration, good practices in border management, and improving coordination between integrated border management and stakeholders at both central and local levels. Detailed and targeted contributions were also made on the main components of the Strategy and Action Plan, based on the consolidated draft document created during the fifth meeting.
Participants provided opinions on activities deemed beneficial at the strategic level and action plan, shared solution proposals to enhance the applicability of the border management strategy and engaged in discussions to integrate international experiences. This fostered a broad exchange of ideas and collaboration among project stakeholders and experts.
The meeting concluded with a closing session that evaluated the progress, outputs, and recommendations generated within the project framework.
Regarding the EU4IBMTR Project
The main objective of the EU-funded Drafting of a National Integrated Border Management (IBM) Strategy and Updating the National Action Plan for the Implementation of Türkiye’s IBM Strategy Project is to develop a national IBM Strategy tailored for Türkiye. This includes preparing an updated National Action Plan for its implementation and strengthening cooperation and coordination among IBM institutions in Türkiye and international stakeholders.
The main beneficiary is the Directorate General of Border Management under the Presidency of Migration Management. The project is implemented in partnership with stakeholders in the border management field. Regarding ICMPD
