5th Steering Committee Meeting of the National Integrated Border Management (IBM) Project and the 4th Steering Committee Meeting of the NACORAC Project Held in Ankara

The 5th Steering Committee Meeting for the Drafting of the National Integrated Border Management (IBM) Strategy and Updating of the National Action Plan for Implementation of Türkiye’s IBM Strategy Project (EU4IBMTR), and the 4th Steering Committee Meeting of the Project Supporting the Institutional Capacity of the National Coordination and Joint Risk Analysis Centre (NACORAC), both implemented by the Representation of the International Centre for Migration Policy Development (ICMPD) in Türkiye with the financial support of the European Union and with the Presidency of Migration Management as the primary beneficiary, took place in Ankara on 22 January 2025.

The meetings gathered representatives from the Presidency of Migration Management as the main beneficiary for both projects, the Delegation of the European Union to Türkiye, ICMPD Türkiye, and various project stakeholders. During the event, participants reviewed the status, implementation progress, and future objectives of the projects in detail.

In her opening remarks, Selin Barutcuoğlu highlighted the contributions of the projects to Türkiye’s border management processes. She noted that recent strategic steps and new collaborations under these projects have brought substantial achievements in border management. Ms Barutcuoğlu emphasised the importance of these projects in fostering institutional, inter-agency, and international cooperation, noting that these successes were the result of comprehensive planning built upon solid foundations.

In his remarks, Hüseyin Hancıoğlu explained that the establishment of the Directorate General for Border Management has led to a more dynamic and efficient era in border management. He mentioned the establishment of security commissions at border gates, ports, and airports under Regulation No. 9707. He also highlighted that the ongoing work under the IBM Strategy and Action Plan, along with the strengthening of institutional structures, will provide a robust foundation for Türkiye’s future border management policies.

In his opening speech, Bekir Özen highlighted NACORAC’s contributions to border management through its thematic and annual risk analysis reports, which facilitate the identification of security threats in advance and support decision-making processes. Mr Özen also stressed the significance of capacity-building activities in enhancing personnel competencies. He emphasised that improving NACORAC’s institutional capacity and strengthening information-sharing mechanisms has made border management processes more effective.

Following the opening speeches, presentations were made to provide updates on the status of the IBM and NACORAC projects. The meeting concluded with an evaluation of feedback from stakeholders, mutual exchange of information, and discussions of recommendations contributing to the further progress of both projects.

Regarding the EU4IBMTR Project

The main objective of the EU-funded Drafting of a National Integrated Border Management (IBM) Strategy and Updating the National Action Plan for the Implementation of Türkiye’s IBM Strategy Project is to develop a national IBM Strategy tailored for Türkiye. This includes preparing an updated National Action Plan for its implementation and strengthening cooperation and coordination among IBM institutions in Türkiye and international stakeholders.

Regarding the NACORAC Project

The Supporting the Institutional Capacity of the National Coordination and Joint Risk Analysis Centre (NACORAC) Project aims to enhance Türkiye’s capacity in border security and management, improve risk analysis processes, and strengthen national and international cooperation in border management. The project seeks to ensure more effective coordination among institutions working in the field of border security.

Funded by the European Union, the main beneficiary of the project is the National Coordination and Joint Risk Analysis Centre (NACORAC) under the Directorate General of Border Management within the Presidency of Migration Management. The project is implemented with contributions from relevant stakeholders in the field of border management.
